Civil Aviation Air Traffic Management System refers to the integrated ground based system environment used by civil air navigation service providers, airport control towers and air traffic control units to manage aircraft movements safely, orderly and efficiently across controlled airspace, terminal areas and airport operating areas. The system covers the core ATM functions of Air Traffic Services, Air Traffic Flow Management and Airspace Management, and combines surveillance inputs, flight plan and trajectory processing, controller working positions, tower and approach control systems, communication and navigation infrastructure, flow management tools, airspace configuration tools, aeronautical information management and operational data exchange. It is used to provide separation assurance, flight information, alerting, demand and capacity balancing, route and sector management, arrival and departure sequencing, and coordinated civil airspace use for commercial aviation and general aviation operations. ICAO defines ATM as the dynamic and integrated management of air traffic and airspace, including air traffic services, airspace management and air traffic flow management. CANSO describes ATFM as a service that aligns traffic demand with available ATC capacity to maintain safe, orderly and efficient air traffic flow.
